Abstract : Religious development is an important constellation of national
development. To address the spirit of pluralism and religious phenomenon
today, communication of religion development has become a scientific concept
approach of several alternative science. Communication of religious
development is a communication process which is carried out to execute the
plan in religious development by a state. This paper analyzes the problems of
religious development using system analysis and actors as an approach to build
logical thinking to the current situation.
